Renovation vs new build (VIC)
What changes between a renovation/extension and a new build in Victoria — and where owner-builders get caught out.
General information only. Always confirm requirements with your council / building surveyor / insurer for your project.
In 60 seconds
- Renovations often have more “unknowns” (existing structure, hidden services, defects).
- Planning permit needs vary by zoning/overlays; building permit is separate.
- Insurance trap: your normal home policy often won’t cover damage arising from building works.
- Either way, if you’re acting as the owner-builder, your record-keeping and inspection discipline matters.
The practical differences
Renovation / extension
- More surprises (structure, waterproofing, termites/rot, undocumented changes)
- Staging and partial occupation can complicate safety + insurance
- Greater chance of variations and rework
New build
- Cleaner sequencing and clearer scope
- Typically fewer unknowns once docs are complete
- Easier to control access, safety, and site logistics
Rule of thumb
Renovations punish poor documentation. New builds punish poor sequencing. Both punish missing inspections.
Insurance & “existing structures” (where people get burned)
If you’re renovating, treat your insurer as an early gate. Many home policies exclude loss/damage arising from construction works.
Do this early
- Ask whether your existing home policy remains valid while works are underway
- Confirm whether the existing structure is covered during construction
- Get answers in writing (email is fine)
