TAS Deep Dive

Owner-Builder Permit (Tasmania)

In Tasmania, the owner-builder permit is the “licensing gate” for doing certain residential building work as an owner-builder. The big TAS difference (vs some other states): you typically need to have your insurance arranged at application time.

Note: This is general information, not legal advice. Confirm your requirements with CBOS / Service Tasmania and your building surveyor.

In 30 seconds: what to do (TAS)

  1. Confirm your project is eligible for an owner-builder permit (usually residential classes)
  2. Engage a building surveyor early (you need a signed declaration)
  3. Complete White Card (and owner-builder course if required)
  4. Arrange your insurance and obtain a Certificate of Currency (minimum $5m public liability)
  5. Lodge your application via Service Tasmania with the required documents and fee

What the owner-builder permit does (and doesn’t do)

Think of the owner-builder permit as permission to take on builder-level responsibility for your project. It does not replace planning approval, building permits, inspections, or licensed trade requirements.

Quick reality check
  • You still need a building permit for notifiable/permit work (your building surveyor advises)
  • Specialist work (electrical, plumbing, gas) still requires appropriately licensed trades
  • Insurance and safety responsibilities start immediately once works begin

Application checklist (Tasmania)

The Service Tasmania application page lists what you need to submit. Use this as your packing list.

You’ll typically need
  • Personal details + property details
  • Details of the proposed work
  • A signed declaration from your building surveyor
  • Proof of White Card (construction induction)
  • Certificate of Currency for Public Liability Insurance (minimum $5m)
  • Owner-builder course completion (when required — see below)
  • Contract of sale (if you’re buying the property)
  • Payment of the permit fee
When an owner-builder course is required
Service Tasmania notes an approved Tasmanian owner-builder course in the last 12 months is required if building or extending a residence.

Insurance requirement (TAS-specific)

The key TAS requirement
You need a Certificate of Currency for Public Liability Insurance (minimum $5 million) to apply for the owner-builder permit.

In practice, construction “public liability” is usually not a standalone product for owner-builder projects. You normally end up arranging a combined construction policy that includes:

  • Public Liability (third-party injury / property damage)
  • Contract Works (damage to works-in-progress and materials)
  • Existing Structures (important for renovations; sometimes optional)
How this fits your TAS step order
Because the $5m public liability certificate is part of the permit application checklist, “essential protections” needs to be handled before (or at least concurrently with) lodging the owner-builder permit — even if your building permit/works start later.

How to apply (simple sequence)

  1. Engage a building surveyor and confirm your project pathway
  2. Complete training prerequisites (White Card, owner-builder course if required)
  3. Arrange insurance and request the Certificate of Currency (min $5m public liability)
  4. Complete the owner-builder permit application
  5. Lodge via Service Tasmania with required attachments and fee
Common mistake
Leaving insurance until “just before construction”. In TAS, you can’t even get the owner-builder permit application over the line without the certificate of currency.

Fees (quick reference)

Fees vary by building class. The CBOS fee schedule and ABLIS summaries are the easiest “single source” reference.
