Owner-Builder Approval (WA)
What “Owner-Builder Approval” is in Western Australia, who issues it, and why you should treat it as an early gate in your project.
General information only. Always confirm requirements with the relevant WA authority for your specific project.
In 30 seconds
- Owner-Builder Approval is the WA “permission” to act as an owner-builder for eligible residential building work.
- Treat it as a first checkpoint: confirm it early so you don’t redesign or re-quote later.
- Older sources may call it “Building Commission” — today it’s administered under Building and Energy (DMIRS).
What is Owner-Builder Approval?
Owner-Builder Approval (WA) is approval to take on builder-level responsibility for your own residential building project, without engaging a registered builder to manage the work as the builder.
It does not remove trade licensing rules — specialist work (electrical, plumbing, gas, etc.) must still be carried out by appropriately licensed trades.
Who issues it in WA?
When should you check if it’s required?
As early as possible — ideally before you lock in design, quotes, or your permit pathway. Even if your project feels straightforward, approval requirements can depend on your circumstances and the work you’re doing.
What you’ll typically need to prepare
Exact requirements vary, but most owner-builder pathways expect you to show that you understand the responsibilities you’re taking on. Treat this as a preparation checklist:
- Clear scope of what you’re building (new build / extension / structural work)
- Basic documentation plan (quotes, contracts, invoices, approvals)
- Evidence you understand compliance and inspections
- A plan for insurance and risk management before work starts
