TAS Deep Dive

Planning vs Building Approvals (Tasmania)

Tasmania treats planning and building as separate gates. Many projects need both — and mixing them up is one of the fastest ways to cause redesigns, delays, and stop-work issues.

Note: This is general information, not legal advice. Always confirm requirements with your council and your building surveyor.

Quick links (official)
PlanBuild is also the portal used to enquire and lodge many applications (planning/building/plumbing). See the “Official references” boxes below.

In 30 seconds: how approvals usually work (TAS)

  1. Check whether you need a planning permit (land use + rules under the Tasmanian Planning Scheme)
  2. If you need planning approval, get it first (and read the conditions carefully)
  3. Work with a building surveyor to confirm building requirements and inspections
  4. Lodge for building approval / building permit where the work is permit building work
  5. Only start work once the correct approvals are in place

Planning = land use rules (council + planning scheme)

Planning approval is about whether your proposed use or development is allowed on the land, and under what conditions. In Tasmania, councils assess planning permits under the relevant planning scheme for their area.

Permit categories (why timing varies)
Under the Tasmanian Planning Scheme framework, uses/developments can fall into categories such as:
  • Exempt / No permit required
  • Permitted
  • Discretionary
  • Prohibited
Common mistake
Assuming “no planning permit” automatically means “no approvals”. A project can be planning-exempt but still require building/plumbing approvals.

Building = construction compliance (building surveyor + inspections)

Building approval is about whether the design and construction will comply with building requirements, and what inspection stages and evidence are needed during the build.

Your building surveyor is central
  • Confirms whether the work is “permit building work” and needs a building permit
  • Sets inspection stages and what evidence you must provide
  • Helps avoid “build past an inspection point” delays
PlanBuild and the building permit process
PlanBuild Tasmania supports enquiry and (in many cases) lodging/tracking building-related applications and documents. There are also official user guides that explain lodging building permit applications in the portal.

Typical sequence (avoid redo loops)

If planning approval is required
  1. Confirm planning pathway
  2. Get planning permit
  3. Lock design to match conditions
  4. Proceed to building approval
If planning approval isn’t required
  1. Confirm planning exemption/no permit required
  2. Proceed to building approval steps
  3. Keep evidence of your checks
Owner-builder angle
It’s easy to lose weeks by ordering engineering and detailed documentation before you know planning constraints, or by starting works before the correct approvals are actually issued.
