TAS Deep Dive

Is Owner-Building Right for Me? (Tasmania)

A practical self-check: time, responsibility, complexity, and risk — with Tasmania-specific realities.

Note: General information only, not legal advice. Confirm requirements with the relevant authority for your project.

Quick summary
  • If you want full control and can manage admin + sequencing, owner-building can work.
  • If you’re time-poor or conflict-averse, it’s usually a bad fit.
  • In TAS, you’ll engage a building surveyor early and you need insurance evidence for the permit application.

Owner-builder self-check (plain English)

You’re the builder (in practice)
You don’t need to physically do everything — but you do own the responsibility: site safety, sequencing, approvals/inspections, records, and the paper trail that proves compliance.
Time
  • Can you consistently spend time each week on the project?
  • Can you book inspections and adjust schedules when trades slip?
  • Can you chase documents (certificates, invoices, photos)?
Responsibility
  • Are you comfortable being the “decision maker” every day?
  • Can you enforce rules on site (safety, access, quality)?
  • Can you handle disputes without freezing?
Complexity
  • Are you building new or renovating (hidden surprises)?
  • Are you changing structure/services (higher risk)?
  • Is your design straightforward and well documented?
Risk tolerance
  • Can you carry cost blowouts and delays?
  • Can you cope if weather/trades push the timeline out?
  • Can you budget for proper insurance (not optional in practice)?
Reality check
The biggest owner-builder failures aren’t “bad workmanship” — they’re poor sequencing, missing approvals, and missing evidence.

Tasmania-specific realities (that affect suitability)

  • You typically engage a building surveyor early (they’re central to approvals and your permit application).
  • For Class 1a work (building/extending a residence), you generally need an approved owner-builder course completed recently.
  • You must attach Public Liability Insurance (minimum $5m) certificate of currency to your owner-builder permit application.
  • Owner-builder permits have limits/restrictions (e.g., residential focus, project limits over time).

Red flags (owner-building is usually a bad fit)

You don’t want admin
If you hate paperwork, inspections, and chasing certificates — owner-building becomes a stress machine.
You can’t tolerate uncertainty
Renovations and trade availability create unknowns. If that breaks you, reconsider.
You can’t enforce site rules
If you won’t push back on unsafe or non-compliant work, you’ll carry the risk anyway.
Budget is “tight”
Owner-building can save margin, but mistakes and delays can easily wipe that out.
