NSW Checklist

Construction documents checklist (NSW)

Back to where I was

A practical, printable checklist of the documents you’ll typically need for building approval, certifier review, inspections, and final approvals in NSW.

This is a general guide. Your certifier and approval pathway (Development Application vs Complying Development Certificate) may require additional items.

Useful for sending to your designer, engineer, or certifier.

Checklist sections

These form the backbone of what gets approved and inspected.

  • Architectural drawings (plans, elevations, sections)
  • Site plan (setbacks, levels, boundaries, key site features)
  • Construction specifications (materials, finishes, systems)
  • Window / door schedule (as applicable)
  • Wet area details (waterproofing locations and details)
  • Stormwater concept/layout (where relevant)
Tip
“Approved drawings” need to match what you build. If you change things later, expect to update documents and evidence.

  • Structural engineering (design + certification)
  • Geotechnical / soil report (as required)
  • Stormwater / drainage design (as required)
  • Energy efficiency / BASIX documentation (where applicable)
  • Any specialist designs required for the project (e.g., retaining walls, pools, complex steelwork)
Your certifier may specify exactly what format these must be provided in.

Which documents you need depends on your pathway. If you’re uncertain, start with: DA vs CDC (NSW).

If Development Application (DA) applies (typical)
  • DA consent and conditions
  • Stamped / endorsed plans (if issued)
  • Any required reports (heritage, bushfire, acoustic, etc.)
  • Evidence of compliance with DA conditions (as required)
If Complying Development Certificate (CDC) applies (typical)
  • CDC certificate and conditions
  • Evidence the design meets CDC criteria
  • Any required compliance schedules
  • Neighbour notification requirements (if applicable)
Common pitfall
Having “good construction drawings” but missing pathway documents (DA/CDC conditions). Certifiers often can’t proceed without these.

  • Owner-builder permit evidence (where required)
  • Certifier appointment confirmation
  • Required commencement notification(s) (as applicable)
  • Neighbour / public authority notifications (if required under your pathway)
  • Site safety approach / WHS plan (practical requirement — often requested)
“Before you start” is where many projects stall. Get this bundle complete early.

These are common evidence items that support inspections and final sign-off. Your certifier will specify requirements.

  • Trade compliance certificates (electrical, plumbing, waterproofing, etc.)
  • Concrete / reinforcement evidence (photos, delivery dockets, test results if required)
  • Framing evidence (photos and inspection records)
  • Engineering inspections / certificates (as required)
  • Receipts/invoices for major items (helps with traceability and disputes)
  • Variation log (what changed, why, who approved)
Simple system
Create a folder structure from day one: 01 Approvals, 02 Plans, 03 Engineering, 04 Inspections, 05 Certificates, 06 Variations.

  • Final inspection sign-offs and records
  • All required compliance certificates (compiled)
  • As-built / updated plans (if changes occurred)
  • Final services connections evidence (where relevant)
  • Any outstanding conditions evidence from DA/CDC
  • Final approval documentation bundle (as issued)
Completion delays usually happen because evidence was not collected during the build.

Quick FAQ

Is this everything I’ll need?
No — it’s the “common base set”. Your certifier, council, and approval pathway can add project-specific requirements.
What’s the #1 mistake?
Treating documents as “something to do later”. Paperwork and evidence drive approvals and inspections — build the system from day one.
