Choosing a certifier in NSW
A certifier isn’t “optional admin”. In NSW, the certifier is central to building approval, mandatory inspections, and the paperwork that supports occupation approval at the end.
General information only. Always confirm requirements with the relevant authority, your certifier, and licensed professionals.
What a certifier does (in plain English)
In NSW, the certifier is the person (or organisation) who assesses compliance and runs the inspection pathway. They are not your project manager — but they are a key “gatekeeper” for approvals and completion sign-offs.
- Explains what documents are needed for building approval
- Checks plans/specs against relevant requirements (as part of their certification role)
- Confirms the inspection stages you must pass
- Issues / supports the building approval pathway (depending on project pathway)
- Performs (or arranges) mandatory inspections at defined stages
- Records outcomes and identifies non-compliances
- Collects compliance evidence (certificates, documentation, reports)
- Supports completion sign-offs that lead to occupation approval
When should you appoint a certifier?
Earlier than most people think. Ideally: once you have enough concept clarity to start planning approval decisions (DA vs CDC), and definitely before you’re “ready to start building”.
- You learn what evidence they’ll want (before you pay for work that doesn’t meet it)
- You confirm inspection stages and lead times
- You avoid “rework” caused by documentation gaps
How to choose a certifier (simple checklist)
- Clear communication (they answer questions without vagueness)
- Defined inspection stage process and lead times
- Experience with your project type (new build vs renovation/extension)
- A predictable document list (not “we’ll see later”)
- Willingness to state what they do vs what they don’t do
- They can’t explain inspection stages clearly
- They’re booked out but don’t say it upfront
- They “handwave” evidence requirements
- They’re influenced by a builder or supplier choice
- They make promises that feel too easy
Questions to ask a certifier (copy/paste)
These are designed to get real answers quickly — and expose “unknowns” before they become delays.
- For my project type (new build / renovation / extension), what documents will you require before you can issue building approval?
- What inspection stages will apply, and how much notice do you need to book each inspection?
- Do you do inspections personally, or subcontract them? If subcontracted, how is quality controlled?
- What evidence do you require from trades (e.g., waterproofing, electrical, plumbing certificates) and when?
- What are the most common reasons you delay or refuse sign-off on owner-builder projects?
- How do variations get handled (changes to plans/specs) and what triggers re-approval?
- What is your expected turnaround time for document review and approvals?
- At completion, what will you require to support occupation approval (final certificates, as-built plans, etc.)?
