Essential Protections (Before Work Starts)

The biggest owner-builder pitfalls happen before day one — when approvals, site responsibility, and insurance arrangements haven’t been properly locked in.

Note: This is general information only. Always confirm requirements and insurance details with the relevant authority and your insurer.

In 60 seconds: what “essential protections” means

  • Confirm approvals are in place (planning + building) before any works begin
  • Understand your role (you’re effectively the builder once work starts)
  • Arrange construction-phase insurance (contract works + public liability)
  • Renovations: confirm what happens to your existing home insurance during works
  • Lock in site safety basics (fencing, signage, access control, WHS thinking)
  • Set up records (quotes, invoices, approvals, variations, inspection sign-offs)

Why this matters

A lot of owner-builders think “the serious stuff” starts once the slab is down. In reality, the big surprises happen earlier: approvals missed, wrong assumptions about responsibilities, and insurance gaps that only become obvious after a loss.

Key idea
If something goes wrong on day one, insurers and authorities usually ask: “What approvals were in place, and what protections existed at the time?”

Construction-phase insurance (the basics)

Before any work starts, you should obtain insurance for:

  • Contract Works — Damage to works-in-progress and materials
  • Public Liability — Injury or property damage involving third parties
  • Existing Structures (optional) — Applies when an existing home is being altered/extended/renovated
Important wording
These protections are generally not “government mandated” in the same way approvals are — but they’re often essential to avoid catastrophic gaps.

Specialist providers & advice

Construction-phase insurance for owner-builders in the Australian Capital Territory is generally available through specialist providers; the material on this page outlines typical cover types and practical traps. Insurance for owner-builders involves very particular requirements and policy wordings — getting it right usually means specialist advice, not a generic home-insurance quote.

Specialists of that type include companies like InsuranceTek.com.au, led by industry guru Mark Adams (previously of Allrisk Insurance), who have been working with thousands of owner-builders across Australia for over 20 years.

Renovations & existing structures: the common trap

Renovations and extensions are where many people get caught out. Even if the works feel “small”, the insurance consequences can be large.

What commonly happens
Confirm this with your insurer in writing.
  • Your existing home policy will usually exclude construction-related loss/damage
  • It will usually require disclosure of changed circumstances during the policy period
  • In some cases, the policy may be partially or completely invalid during the project
  • Always confirm your position in writing before work starts
Note: this refers to any existing insurance for the home (prior to works).
Practical tip
Ask your insurer: “During the construction period, is my policy excluded for construction-related loss, or is the policy void/invalid entirely?” Get the answer in writing.

Site responsibility (what owner-builders forget)

Once work starts, you control the site. Even if trades are licensed and insured, you still need to manage:

  • Safe access and exclusion (fencing, signage, locked areas)
  • Trade coordination (who is on site, when, and doing what)
  • Basic WHS planning (hazards, high-risk tasks, incident readiness)
  • Keeping the project aligned with approvals and inspection stages
Keep it simple
You don’t need a giant safety manual. You do need a deliberate plan for access control and hazard awareness.

Records you’ll be glad you kept

A simple record system protects you if anything is questioned later:

  • Quotes, invoices, and trade licenses/insurances
  • Approvals, stamped plans, and variations
  • Inspection booking confirmations and outcomes
  • Photos at key stages (hidden work before it gets covered)
